It plugs into the instrument panel light socket in the middle of the inst. panel.It.s a plastic tube that goes with the turn signal harness & comes up into the pointer behind the dial.

The fiber optic tube slides in this hole. Find that socket & make sure the bulb is good & the tube is plugged in. If so make sure the fiber optic is not cut or broken. Sometimes people cut it thinking its a wire & can be spliced. It can't. If that is good take out the screw that holds the pointer, turn the pointer at an angle & remove it. The optic tube should run into the pointer.
