To do it properly the spindles would have to be replaced. To do a makeshift fix until you replaced them you can use a sharp punch to bring up a bunch of little 'berries' on the worn portion of the spindle. This will help hold the inner race from turning.
With the punch marks and some quality Loctite retaining compound, the fix will probably last a very long time.

If the bearing gets too tight, you can dress it down with a hand grinder until you get a fit. This was a very common practice with even 18 wheelers until about 25 years ago. It will probably last as long as you own the vehicle. The idea is to get it so you can get the bearing on, but tight enough to keep the bearing from turning on the spindle. If the bearing turns on the spindle, it will generate heat and cause premature bearing failure, but by pecking and dressing the spindle and with today's lubricants, you should be fine for a long time. | | |
