The rubber hose between the outside fill pipe to the tank. Or the gasket on the sending unit may be cracked.
I'm not sure what to tell you about your flashers. The flasher should be under the dash around the steering column. I depends where the po installed it. When the tank is full, the gas will splash up and leak around that bad gasket or fill hose. After the level goes down, the gas can no longer reach those areas, hence no more smell. | | |
