I know that POR-15 has a problem with sunlight but when you paint it on the frame it gets a real glossy finish. Can this be painted over and the paint stick? What type of preporation is needed to paint it? I know this sounds like a dumb question but I an confused about the finishing process.

Yes you can paint over POR-15 either when it is still tacky or let it cure and just light sand it before spraying a coat or two over it.
