You should get about 34 degrees full advance without the vacuum. The vacuum will add a few degrees at cruising speeds for economy. I find some engines surge like that with the vacuum advance. Try driveing it with the vacuum disconnected & plugged. You may have to get an adjustable vacuum chamber & limit the amount of advance. Usually an automatic trans works best with the advance hooked to ported vacuum. They say money can't buy happiness. It can buy old Chevy trucks though.
