I would it interpret it mean the surface is 'dry to the touch'. This doesn't mean it is totally cured or dry full depth.
Sometimes manufacuter's want the foundation coat only partially dry so that the solvent in the following coat allows it to 'melt' into the first coat. I'm not a professional painter, so this might be bum info.
