was mounted to the floor near the high beam switch. was not hooked up but appears to have a vacuum tube fitting.

Hy bucket, that looks like a manual windshield washer pump, a little diaphragm pump with two check valves, hope that helps.

Yes, it looks like a foot-operated windshield washer pump. They were fairly common for a few years. You should also find a washer bottle and discharge nozzles. The bottle may be missing, but a bracket may remain attached to the firewall. The washer bottles were glass, about 2-3 quart capacity.

Definately the foot pump for a windshield washer.
