Here is the situatuion, the truck has some spots that have been sanded, but are pitted, with the remains of rust in the small pits. The truck also has spots that have been sanded down to the metal that are smooth and bright. It also has some spots that have well sanded old paint on it. Is there a sealer/primer that is suited to cover all these conditions? If so, how about giving me a product name. Thanks! They claim they can handle it.
Read somewhere a person was using POR Patch and Rust Bullet together.

I have been using some SEM products recommended by the body shop near me.
Also POR 15 makes a tie coat primer that they claim goes over the POR 15 and allows you to paint any product over it,
