with a 3100 54 1st series that has a splash pan in the front, there doesn't appear to be enough room to insert fog-lights and their stem mounting brackets that affix to the bumper supports. Is this correct and do holes need to be drilled into the splash pan?

Hole location for 3000 series with or without Grill guard

Locate two holes in stone garde by measuring from center line of truck 20_1/2 " towards the outer ends of the stone guard and mark stone guard. then at the 20_1/2" marks on stone guard measure from front edge so stone gaurd towards grille 3" and scribe centers and drill two 13/32" holes in stone guard, as shown in fig139 (no pic of fig 139)

so no the bumper brkt mounts are not use and they are monted to the front splash apron or "Stone Guard"

i welded a 1'' sq. box tube along w/ a tab to hold the fog light stem under the apron surface lengthwise. supported at both ends by the apron support arms. the tab is in position for my fog lamps, is just at the edge of the grill so as to not hinder air flow into the grill. this will also help just incase you're little loved one wants to look into the engine comp and help dad.
