I believe you mean Los Angeles, not Van Nuys ? This is what I'm reading per Chevrolet's restoration booklet:
First digit = assy plant
20 = Los Angeles
2nd digit = year
1950 was designated by the letter H
3rd digit = series
p = 3100
4th digit = Month of year mfg
L = December
The remaining numbers represent the production #
1262 one produced.

GM still has a presence there, I believe, a car-testing area.
And the sequence numbers started with the digits "1001", making the vehicle in question number 262 produced.
I know the restoration packets say Los Angeles, I would guess they considered the whole general area Los Angeles, as is frequently the case even now. | | |
