It looks like a 1954 Chevrolet truck 16" GM accessory full wheel cover .

My guess is that they're '53 or '54 car caps. Do a google search on these years and see if that's what they are.

Puzzle solved... I got this from over on VCCA Chat from Chevnut:

"That is an accessory wheel cover for a 1948 Chevrolet passenger car. Due to the fact that the 1948 had 16" wheels as standard equipment and 15" wheels optional, the wheel covers were available to fit both size wheels."

I bought the truck last week with them on it, but they are coming off in the next couple days when my "real" ones show up.
