I can't really say for sure on an AD truck where it would go, but on the TFs it would go on the left side of the floor, behind the driver's side of the seat toward the cab corner. Mine didn't have a jack with it, seems that that's one part that always missing. Probably the same Gnomes that take the 1 sock out of the wash  . I did find that a Larin 1 ton bottle jack fits nicely in the carrier, though.

The jack is held in place by a spring that attaches to hooks on either side of a plate bolted to the floor of the cab in the back corner, driver's side. It could be the same set up as the Task Force trucks, but you could also be missing the mounting plate, as it just bolts to the floor. I removed mine to clean and paint it and clean and paint the floor before reinstalling the seat and a new floor mat. I've got the original jack but I would never use it. I keep a 2-ton bottle jack and some sections of 4x4 in case I need to jack it up to replace a tire. The small jack fits nicely in the same location as the original, and the 4x4 sections can be kept behind the seat, under the seat or just tossed in the bed of the truck. They don't take up that much room.

I can't get my seat to tilt forward, I guess they don't do that on AD trucks. My seat also has a plate that runs all the way around the front and both sides so there is no access to the under side of the seat.

The bottom cushion of the seat will lift up from the front. The bottom of the cushion frame has a couple of ribs/projections that stick down and go behind the pipe front of the seat frame. It kind of a friction hold-down. You may find a treasure trove under there. Good luck.
