I've fixed the paint on my brother in laws 54 chev pickup 3 TIMES. The tank keeps leaking out of the cap and wrinkling the paint. Question is: Should the small vent tube in the filler neck be on the top or the bottom. If it is supposed to be on the top, we have the wrong neck because it won't work flipped over.(attach to the tank). We've used new caps and still have the leak when near full.
Thanks for any help.

Are you using a vented cap or a non-vented?
The vent tube belongs on top.
