Provided there was a number before the 'GCA', it would break down as a 1937 1/2 ton made in January.

The number that appears before the 'GCA' indicates what factory it was built in.

That s/n looks like the number off of a 1949 216 used in the 4000 series trucks.

Is that first number off of the engine, or off of the frame?

A "GC" is a 1937 Chevrolet 1/2 ton pickup truck.
