I have a quick basic question - at least I think it's basic, but I don't know the answer.

Can stainless steel and regular steel be welded together?

Yes, it can be tig welded using 309 rod which is made to weld stainless to carbon steel. It can be welded with carbon or stainless stick rod. It can be mig welded with stainless or carbon wire. The only welding method that you would encounter problems using would be with an oxy/act torch.
