If the engine is still running fine then it is normal. If the engine starts to stumble or the throttle sticks then it is a problem. Check to make sure the carb heat valve in the exhaust manifold is working.
The ice comes about because the air going through the carb gets cold as it goes through the throttle butterfly because of the pressure drop. The exhaust heat should provide enough heat that the carb doesn't ice up on the inside, but not enough to boil the gasoline.
