1951 chevy 3/4 ton speedo sticks at 10 mph I tap the glass some speedo works untill I slow down to 10 or stop.
can this be taken apart and oiled up?

Not likely an oiling problem. Sometimes the needle gets old, warps, and hits the glass or face. You may also have a misalignment problem on the needle shaft.
