Can a 59 Apache steering wheel be mounted to function properly on a 79 Blazer steering column? Has anyone done this or tried? Thanks

Don't see why not. GM used the same spline size on the steering column up to at least the mid 90's.
If it's a tilt column, you'll want to tear down into the tilt mechanism and tighten the 4 bolts that hold it together, put some red locktight on them. These bolts comming loose is the primary cause of the "floppy column" problem that you see on GMs.
