I've got a old type puller with a horseshoe shaped afair on it with diffrent sized adapters for these old wheels. But I have heard that a second person applying upward pressure with both forearms and the other tapping on the backed off nut is sometimes all it takes.

His suggestion does indeed work. Just keep the tension on and keep applying penetrating oil and have patience.
