The shop manual doesn't provide a complete "connect the dots" list of all the steps in one place for the parking brake adjustments unfortunately.

You are correct in first properly adjusting the shoes to the drum, but then you need to complete two different parking brake adjustment steps.
The first screenshot pic below, from the
1941 Shop Manual covers the adjustment part you described at the rear brake assembly.
But there's another related step
adjusting the parking brake cable lengths (to take out the slack when the lever isn't in contact with the parking brake extension rod), that must be done before the above process. The second screenshot below shows this step described in the shop manual
HERE, prior to the rear inside the drum adjustment step. This "cable length adjustment" is what takes out the slack so the link is in contact with the emergency brake extension rod.
The third screenshot is taken from a
1941 Hydraulic Brakes Filmstrip, courtesy of
Brad Allen. That picture (and perhaps the filmstrip) hopefully better describes the cable length adjustment step that must be done, before doing the secondary parking brake eccentric bolt adjustment.
