You will need 10~11 inches of mercury on your vac gauge usually to make the motor work if the motor is in very good shape and if the motor needs repair/reconditioning you'll need as much as 18 to get it to operate or it may not operate at all. Once upon a time I had a known good motor get stuck somehow in the middle of a sweep cycle and I had fits getting it to work again.

That's just a line from the intake manifold to the inlet fitting of the wiper motor.
Or assembly of the motor, linkage and blades? For that, we'd need to know what truck you're working on.
