I now have stop lights. Plugged in the column plugs and horn starts going off immediately. Hmmmm. Unplug horn under hood. Check stop lights and I have them. I start wiggling the plugs hoping the horn will stop, but I can hear the relay on and off. I am betting that was my draw.

I have the guts of the horn out, still no good. Digging deeper after a glass of water.

After whole wheel is apart the relay has stopped. I go to my box of parts to get the new plastic blinker thingy cause my daughter prompty broke the original on day 1, and the complete rebuild kit I bought has everything but the plastic blinker thingy. I am dead in the water now.

Yea. The horn wire from the column to the relay is contacting earth.
Unplug the column wire from the relay and check for ground down the wire. Could be the relay?

Have you checked the horn button? The horn is ground switched, so if the button at the steering wheel is jammed/grounded the horn will be always on.

If if was just barely contacting, it would not floww enough current for the horn to make noise, but it would be a battery drain.

Turning the wheel/messing with the turn signals might have cleaned up those contacts enough for it to be on full time.

I think this is my issue. I either

1. Didn't cut the steering short enough. Or
2. I can't get the wheel far enough onto the shaft.

This allows the bearing to work it's way up and provide a ground for the horn. I took a pic of shaft depth into wheel and gap I have.

I tried all sorts of ways to get the wheel farther down on the shaft with no luck. I think I am going to have to remove shafts again and cut shorter. I also ordered the plastic cam thing so maybe next weekend I can have blinkers too? Probably not.

I forgot to say I currently have the wheel on without the blinker guts. Everything is plugged in, but no horn function now that the bearing is set back in place. The blinker cam piece will be here end of the week, so I will be trying this all again next weekend.

How are the turn signal/horn wires terminated if you don't have any of the "blinker guts"? The steering column is grounded, so if any of those wires touch it, you will have a short.

Edit: Without the blinker switch in the column, you won't have brake lights because they pass through that switch even when the turn signals are not activated. I only mention that now because you mentioned some concern with the lack of brake lights earlier.

The plastic piece is screwed into place although it is missing a few chinks. No constant horn at the moment, but no horn either. Assuming it has to do with the broken plastic piece.
