The upper thermostat to lower thermostat housing gasket supplied by my FLAPS has a thin plastic peel off seal on one side. When you peel it off you find a thin adhesive on that side of the gasket.
Q: Which side goes up?
Q2: Should I trust the adhesive to seal with no additional goo? (My go to is Permatex #2)

Does the T stat sit in a recess in the housing?
If it sits in a recess on the engine, put the sticky side over the t stat and use a little rtv on the top side.

If it's a proper gasket it will seal without any goo. As far as which side goes up, strictly your choice, but I'd usually stick the gasket on the part that's facing up. A thermostat housing isn't something you'd normally try and reuse a gasket on, like a valve cover.
