How does one remove the reverse cluster from the housing. I see a pin hole located on the outside, but have no access to drive it outward.does one drill it out?

You drive the lock pin in and then push out the rev. idler shaft. The lock pin is shorter then the dia. of shaft and it will be in the shaft when pushed out of case.
Figure 14 on this page of the service manual shows the relationship of the parts for the reverse idler gear and shaft.

Once the pin and shaft are out, thread the pin hole for an Allen head set screw. I do that on every transmission I build. It makes a lot more sense than that Mickey Mouse pin and blind hole setup. Jerry
