Hi 6321, That is probably the check valve although it looks different than my 1957 valve. A check valve is simple, air should pass through it easily in one direction and not pass through it in the other direction. In the case of a vacuum check valve in our application, just try to blow through it by mouth, you don't' want to apply much pressure as in using an air compressor. If it is stuck closed, take it apart and clean/lubricate it.
