The fitting looks like it's for the oil filter line.

The black anodized bolt kinda looks like a header bolt, but the thread count is wrong. headscratch

The brass part looks like it screws into the base of the carb and is the attachment point for the vacuum line to the distributor
That fitting is difficult to start and you might swear it’s the wrong thread but when you go check other carburetors it is indeed screwed in there so it takes practice to get it to go.

I tend to agree with Otto, that the brass fitting is what's called a "dole" fitting for the oil filter feed line. The small hole in it "doles out" or regulates the flow to the filter so the oil pressure doesn't drop too much to the rest of the engine. [on edit] You only need one such fitting in the oil filter line.
Although it's possible that 2ManyTrucks is correct as well. My carb has a similar fitting (for 3/16" vacuum line), but I didn't remove it to check if there's the small hole in it. Normally the port in the carb would be small enough to perform any regulating function, and air flows thru small openings much easier than oil does.

What's the diameter of the bolt? It looks like one of the "helmet" head screws used for the fuel pump or carb, but those are usually slotted. [on edit] The bag it's on says 7/16-20 which is an unusual size. I know the bolts for the front mount of a 216 are 7/16", but don't know of others.

That's why I try and bag and tag everything I've taken off. It takes the guesswork out of figuring out where stuff goes.

My vacuum line does not have a hole in it like that. I agree with oil line fitting!

GMC six cylinder engines use a part like that where the oil supply screws into the front of the head. It reduces the flow of oil to the rocker arms.

'57 GMC 102, Original 347 V8, HydraMatic, 3.08 rear gear, added A/C, disk front brakes, HEI, AFB carb, '98 Honda Black Currant paint. T-boned and totaled 10/12
'52 GMC 152 Stake Bed, Original 228, SM420, added A/C, HEI, disk front brakes, '67 Chev 3.55 rear gear. Gets used as a real truck.
