I'm changing oil and greasing the 38 and noticed the front leaf springs are rusty looking. Is there a lubricant I can spray on them? Or is that just the way they are?

They're going to get rusty no matter what you do. You might spray some light oil on them. The downside of that is the oil will collect dust which will get between the leaves and wear them more than if left dry. But if you don't drive much, that's not a big concern.

It is a normal situation. If you want them to look good spray them with Rust-Oleum Rusty metal primer. Then spray them with black satin enamel .

If you have a touch of OCD you might do what I did here.

Unless your springs have sagged significantly you can ignore a lot of what I shared. After disassembly, painting and separating the leaves with plastic liners the springs look new and the ride is noticeably better.

Don't think I'll go that route. Am going to be replacing the front springs on my 49 soon. See how that goes. Crawling around on the floor isn't as easy as it used to be! But that is a good idea.
