Had gas gauge rebuilt by Jim Carter

Hooked it up as they said and as the old one had been

When I power it up it tries to go from empty to less than empty

Battery hooked up negative ground

Power goes to the "E" end of the gauge, sending unit wire to the "F" end.

OK, done everything suggested by Jim Carter to fix the issue. All was hooked up right. The only thing I have not done that they suggested was to pull gauge back out and sand under it to make sure it has good continuity between it and the inside of the gauge cluster. Could this really be the problem? Thanks.

Yes. Poor grounding is the cause of most electrical problems in cars.
