With the new rubber installed, the 2 metal sleeves are eliminated?

No, the new rubber should have the metal sleeves incorporated in it. They're needed to secure the bolts from the front engine mounting plate. If there was no sleeves, the bolts would just squish thru the rubber when tightened.
This post has a cross section of the front engine mount.

Sorry. That was a waste of a post. I now see the metal vulcanized. Rubber felt light and flimsy when I set in there and I overreacted. Newbie..

Actually, it’s a great photo of what is inside the vulcanized rubber. That second photo explains allot. I knew about the sleeves but not the attached plates. Thanks!
