As i remove the rear fenders from my 58 3100, i am considering using black oxide stainless fasteners to reinstall. No paint, just a black oxide finish. Has anyone else used this finish for hardware on exposed areas?

I think that all the original stuff, except maybe fasteners for some mechanical parts on the driveline were cad plated. Zinc plating is the current substitute for cadmium.
I have not used black oxide on anything exposed.

It depends on how well the black oxide finish adheres to the stainless.
