I have 2 327`s that the rad fluid seems a little low after both have self leveled. I can just reach the level with my index finger. Right at the first fin down. Is this enough fluid? Both are running cool. Should I put on a reclaim tank(s)? Both have the 4 row rad from china.

The level you described is just fine. Don't sound low at all. If you choose to add an overflow container to em, that's ok too. They will find there level that way also. But you'll notice the overflow container level will very depending on the cold or hot engine.
I installed a recovery tank on my '66 Toronado because I liked the idea of filling the radiator to the top and not having fluid spill onto the ground. It's also a quick visual check when the engine is hot to confirm that the cooling system is full.
There's one on the AD truck, too. Very convenient.

Old rule of thumb was 1/2” above the top of the fins.

I like that idea. This one was running at 1/2 inch above the 1st fin. I mounted this tank anyway. Drove it yesterday and overnight all the fluid in the recovery tank siphoned its way back into the radiator. Nice. Drove it again this morning. Put a heat gun on everything. All is good. About 160 degrees most places. 530 average on the headers.

Glad it's working for you. Of course now with the recovery tank you don't have to worry about the half inch above the fins method. You can feel the radiator all the way up to the bottom of the filler neck. I was wondering about your overflow tank. I assume it has two ports one on the bottom that goes to the radiator overflow and then one at the top in case the recovery tank gets too full?
