The seal also surrounds your steering column. See the part "description" better explained HERE.
IIRC there was a recent discussion on this item and I think it gets sandwiched between the cab toe-board and a second metal plate that keep all in place around your steering column and brake/clutch pedal rods going through the toe board.

Those are actually just bumpers, not seals. They're the same for AD series trucks and go on the lever arm that extends up from the pedal pivot shaft up along the toe panel and below where the pedal shafts go thru the floorboard. They go on the Lower Pedal Assembly per the attached pic from the 47-54 Factory Assembly Manual. Red arrow shows the location, although they don't show up on the figure. They were on my truck originally, but pretty deteriorated.

He appears to be working on a ‘41-‘46 (‘42 I think) truck.
That set up is different than the AD series info you mentioned.
