My seat was recovered and I removed it and noticed the material at the bottom of the seat frame is getting cut from bouncing up and down. The material raps from front side under the frame to the back of the frame. It rubs on the bottom metal part that is welded to the floor and goes under the seat and sticks up from floor about 6 inches. that welded part goes around both sides and across the front Is there something missing? is a 1951 chevy seat.
Pictures of the seat and where it resides in the cab would go a long way towards helping determine what may be the problem.

Here are some pics that show the seat mounting in my '51. First is the riser that's welded to the floor with the seat adjuster rails bolted to the riser. Then pics of the seat bottom springs and the seat back, both from the back side. They fit into the seat frame that bolts to the adjusters. Then a picture of the Factory Assembly Manual page (Section 1, Sheet 2.00) showing the seat frame. The factory upholstery doesn't go under the seat springs.

There is a skirt on both sides that sounds like your missing. Here is a picture of mine.
