I was wondering if there should be any rubber seals in the center of my rocker shaft assembly to help push more oil to the ends?

There were no rubber seals on my assembly from a ‘59 235. These assemblies don’t need allot of oil and you won't find them gushing, only weeping. As long as you have a weep at both ends of the assembly, your good. If not you’ll have to start looking for the real issue.

Chris's 46/515 All just metal to metal,if you can just have it wet wth oil as phak says that's all it takes, just weeping some oil at all the rockers. If you notice at your center splice on the rocker shafts there may be a 1/4 inch oil stream going back to the pan. Mechanics used to squeeze that off with their dikes to increase oil flow to the rockers.

With the engine at operating RPM, the valve cover is full of oil vapor, all parts get mist or splash lubrication. It worked for millions of engines.
If you have it apart, a 3∕32” (.093”) “spit” hole in the rocker’s upper surface provides oil for the valves springs, stems, &c. These holes must be open and clean or the parts will not last. These holes must not connect directly to the rocker’s annular internal oil distribution groove (which may occur with mis-matched parts)..

Not sure about Chevy engines, but on GMC sixes that flow lubricated the distributor to cam gear interface.

By 1962, the rocker shaft no longer had a free flowing drain tube in the oil connector. Flow to the shaft was metered by a small diameter orfice in the oil passageway from the block to the cylinder head.
