Many repros don't have the reinforcement strip and you have to make it. We use a generous amount of 3M Panel Bond so it squishes out all around the strip which won't allow water/dirt/salt to collect between the tin layers and cause rust out.

For a truck which we spend thousands of dollars to build, not so much. Tar paper and a thin metal doubler is a horrible idea. I did it anyway on mine. I had considered not attaching the rear fender to the running board at all and add a fender brace rod from the fender to the frame similar to what was done at the rear end of the fender to keep it from flopping around.
