I've used Dupont Vinyl Color on a trim piece for my modern truck. It has instructions on it for Surface Preparation: Clean surface with 3919 S Prep-Sol. (As a final wipe use 3812 S Fast Dry Reducer just prior to Vinyl Color application.) For rigid plastics apply a coat of 329 S Primer to promote adhesion. It's been on that trim piece since 2005 and still looks fine.
