The previous owner thinks it's just air in the lines, because it didn't drive for about 4 years. I'm not sure how to bleed the system on this beast though. How is the brake system split on this? there are two fluid compartments in the master cylinder...is it front/back, left/right, or the corners? It's got drums all the way around, but it's a big full-length bus, so for extra power there appears to be two master cylinders and two other tanks hooked up to the system, all under the driver's side of the bus body between where the cab begins and the rear axle. While it's possible to bleed the brakes by pumping the pedal and adding fluid periodically to keep from pumping the system dry, it's a lot better to find someone with a pressure bleeder and pay them a little to get all the air out of the system.
