I have a 54 chevy 235 in my truck and it makes an intermittent ooga sound (for lack of a better way to discribe it) coming from the front of the head. I replaced the water pump and now it doesn't start making the noise until I rev up the motor a little bit. To get it to stop I can turn the truck off which resets it or it will go off-and-on by itself while driving. The sound does not change when revving engine, does not get louder or quieter.

Take the fan belt off and try it, process of elimination, could be the generator, or as some of the old timers would do use a broom stick or wooden dowell up to your ear when it is making noise and search arount the front of the motor to pinpoint the location. The 235 in that size truck should have steel timing gears but who knows, that could be the noise.
It's hard to tell by the video what's making the sound, you will likely need to better pinpoint the location of the sound. I also recommend the dowel/broomstick method, just be VERY careful of how close your face gets to moving parts.
sometimes with the motor OFF you can try to spin stuff and see if it feels loose or like it may be grinding or things of that nature.
it is however most likely the generator or water pump.

It is obviously something spinning, so take the belt off that will eliminate the generator and the water pump, wonder if it could be the voltage regulator? I would fix the carb , looks like gas flowing out at the bottom.

If it's either the generator or water pump, you should be able to take the belt off and spin them by hand and feel if there's any roughness. That would be your culprit.

Thanks everyone for the suggestions. I have tomorrow off work and will try them out. I did use a stethoscope and the sound is loudest at the front of the head, that's why I replaced the water pump. However, I didn't try it on the alternator (its converted to 12v).
Don't mean to take you off course, but that carb is leaking mucho time.
