How close can I run the rear tires to the inner fender lip without rubbing? I am running leaf springs.

It kinda depends on the combination of tire size/height and how loose your suspension is. What exactly do you have?

A short sidewall height will flex less and therefore have less tendency to sway toward the fender on turns or flex when you hit a bump. Also if your suspension is fairly tight you can get a little closer to the fender also.

For example, my wagon has polyeurathane bushings so it's good and stiff. I can barely fit a finger between the tire and fender and they haven't 'scrubbed' yet.
Yet some other cars I've had were alittle worn out and would allow the rearend to travel and rub when I had as much as 3" clearance while standing still.

No less than a 1 in. Even that may rub under hard cornering.
The installation of pan hard bar will help keep the rear from moving.
