I have a 1946 Chevy pickup and wanted to know if the filler panels between the running boards and the bed should be painted the body color or black like the running boards and fenders?

If the truck is black, no decision to be made! Sorry, I couldn't resist. The panels I believe you are referencing should be painted the same color as the body.
