GMC trucks of that era had an optional/accessory emergency flare kit (with different kinds of emergency flares):

1954/55st GMC Accessories (on Rob English's website).

Here are lists of 1954 Chevrolet Truck Regular Production Options and Accessories.

Arm Rests were Accessories : which means they were not standard equipment, but, they could have been ordered for installation by the dealer or by the owner.
