Don't know anything about the crown Vic, but some things to look at. A car that is ten or so years old will likely need overhauled. Steering, suspension and brake parts will probably need replaced. If you have a line on a clip locally I would find someone who knows what to look for, inspect the clip, and add up the costs before laying down your cash.
Advantages of buying a good kit should include: A customer service hotline, usually from a manufacturer. Detailed instructions and templates. No rework or part replacement.
Look into these things, no matter which path you take.
Recently I heard about people bolting on a Crown Vic (2003-2011) front end. I heard the 2003 aluminum frame is pretty stout.
A quick search indicates it's been done. Is it easy, that depends. Are you a good welder, both aluminum and steel. If yes (as in you've welded for a living at some point) then it's likely a fairly do-able thing. If not, then all bets are off.

I'm confused; do you want to replace your front suspension or not? Why? Multiple options for disc brakes, both 6-lug and 5-lug. Not cheap, but affordable. Overhauling the original stock suspension; kingpins, tie rod ends, drag link, spring pins and bushings, shock absorbers with a good alignment and radial tires will be several hundred dollars - but it will drive better than new.
I asked why because there really isn't a good reason to change what you have if all it needs is rebuilt. Bushings, king pins, tie-rod ends, and rebuilding the steering box will make a big difference in how it drives. Change to modern tires and it will drive as good as anything on the road. Add disk brakes to what you have. Once you rebuild everything and drive the truck for a few years, then if you still don't like it, change the front.
