Does the cross shaft support that runs up the the pedal, swivel on the cross shaft? It looks like it should but I've been trying to get it freed up but no luck. The thing is the whole shaft is in really good shape with really no rust so I thought maybe it doesn't swivel.

That's a mechanical brake system, so the "cross shaft" is probably also the bell crank that transmits brake pedal movement to the brake rods, right? If so, there's no reason for it to pivot on the shaft.

I don't know as the manual said - adjust cross shaft brace to a length that will permit free operation of the cross shaft. The rod from the brake pedal attaches to the cross shaft with a bracket that is hard fastened to the cross shaft so that it spins , activating the levers and pull rods at each end. The pivots at each end have the same looking babbet type look as the cross shaft brace but they move easily. Like I said, there is no rust on this whole shaft but that brace will not come lose if it's suppose too. I have soaked it and heated it and hit it and it won't move, but either will the cross shaft when it's attached.

Ok here are a couple pictures of the shaft. The long one sticking out near the middle is the cross shaft brace. I would believe it needs to move.
