Question? Do the rear bumper brackets bolt to the outside of the box frame or on the inside of the U frame?

Finger tight mount the brackets to the bumper & hold the bumper to the frame. The brackets will show you where they go unless they're bent out of shape.

Thanks for the response.....just checked my friends 1953 and found that the brackets are mounted to the outside of the rear box frame and not the inside.
