Also, am I aiming for 500 rpms as factory spec?

It has a fitting in it for vacuum wipers or a pipe plug. You can adjust the idle mixture without it. With the engine running at idle speed & warmed up, slowly turn the idle mixture jet in till the engine starts slowing down. Then back it out to the highest RPM, usually 1/2 turn. 5-6 hundred rpm is about right for that engine unless it has an auto matic trans. or a/c.

The outlet on the carb where the line to the dist. connects is ported vacuum. It is not useful foe testing.
