Its the part that bolts onto the body,all the way down to the step side. its not completely gone,it is rusted about half,from the top of the fender to the stepside,the flange is barly there,and someone tried to cover it up with bondo,the other rear fender has basicly the same problem,it also has a crease in the back near the tail lights. Should I just search for new (used panels) ..I am not an expert at fabricating..or bondo for that matter...Mike G

A skilled metalworker can repair this by cutting out and installing new metal, but if repop steel or replacement original fenders are available its going to be easier to just replace them.
