In my travels I have seen the ID plate mounted horizontally in the lower indent just above the lower hinge/drivers side on TF trucks (don't recall what series/years they were). I believe that was the location for school buses and other non-standard cabs.

The tag should look just like your 55 (stainless steel with CHEVROLET embossed on it and the number stamped). If it's spot welded in place AND it matches the frame number AND the paper title, that should be good enough for everybody. The mystery of why it's in that location will never be known...did the factory put it there or was the cab replaced because a tree fell on it and the body man put it there? Lots of strange things could have happen over the last 60 years.

Also note, the frame number will not have the Series prefix number/letter (3A or 4B, etc.), it will start with the year.

Mike I appreciate your responses and trying to help me help some friends. The horizontal vin tag has been painted over, but looks to have the factory spot welds. You usually can tell if somebody has played with them. This doesn't look that way. This has the standard cab with the small back window. Will have to get back to the truck and double check those numbers. Again thank you for the help.
