The best proceedure is to shoot the clearcoat, let it sit about two weeks, and then wet sand and buff. Start sanding with 1000 grit wet/dry paper to remove the orange peel, then use 1500 grit wet/dry to remove the scratches from the 1000 grit. With the 1500 grit, I sand in an orbital style by hand. Then start your buffing with a wool pad and a heavy cut compound. After that, use a foam pad with a finishing compound. The PPG clear dries VERY hard, and can be difficult to buff, but the final finish is worth the effort. Don't even think about trying to hand rub out the clear.
