Perhaps a good steam cleaning, wire brushing, and a rust encapsulating paint. POR-15 is one option then follow with a top coat.
Or sand blasting and finish with a good primer and paint.

New springs, and new tie-rods, new king pins.

Nothing is going to work as good as the original, and nothing is going to be cheaper to fix back up.

what is the best recomendations for a 1940 chev truck frame? i want to lower it and have power steering and power brakes

What tools and abilities do you have? The easiest and requiring the fewest tools is a dropped axle, Toyota p/s box, and a firewall mounted brake booster. Probably next is mount on an S10 chassis, and finally a frame clip. The FIRST thing is to drive it and find out if you really like the old truck experience. You will have much air noise, water leaks, exhaust and engine smell in the cab, body roll in the corners and many other little quirks that I love. The 40 in the picture has all of the above but is a ball to cruise in.

My 39 1/2 Ton has been on the road for over 20 years and it has done really well with an early nova 68/72 rear steer front clip. It really fits nice, has good tire clearance, handles well, and has disc brakes, independent suspension, power steering and parts are easy to find. See my pix on my profile for the stance. It also has an S-10 rear with 10 in wheels and they clear. Truck has many trouble free miles.

beautiful truck!!!!! i have pretty much all tools that is needed including a cnc plasma table to make some parts i want to lower it, powere steering and brakes of course, make is handle a lot better

Front:
Mustang 2 front end, with 2" drop spindles, 11" Granada rotors, Mustang 2 power rack.
Rear:
removed 2 blades from leaf springs, lowering blocks on axle.
