acrylic urethane enamel can be water based, but it's not latex [paint w/ a latex-based binder]
I've used acrylic urethane and it works fine - brands may vary, and this may give you an idea of
what the variations are Rustoleum's 'one step' may work fine for a driver, but it's not a bad idea to do a good prep and primer - the paint job's only as good as the application, regardless of the paint maker
